No, not anymore. Since 2016, NOAA uses NeoSpeech Paul exclusively. Prior 
to that, they used a combination of Tom from Speechify and, I believe, a 
customized version of Harry from DECtalk. You can still hear DECtalk in 
ATIS systems in some airports, though.
