*If* they do so, it just turns it into a "published work" -- the terms of
the copyright (for published work, corporate ownership) still apply.

They will have to specifically include legal language as to the "rights"
they are forfeiting or other constraints on the licensing they are
willing to accept.

They could simply say, "No".  Or, make it available but "with no derivative
works", no commercial use, etc.  In each case, this severely limits what can
be done with it.  E.g., try to build a new "DECtalk Express" and cram "your"
code in it and you'd be in violation of the license terms.

Increasingly, software is written to run on specific platforms -- the
PC is an obsolescent piece of technology as are the operating systems
that run on it.  E.g., I plan on releasing ALL of my software to the
public domain... but, it is of little value without very specific hardware!
And, unlike software, you can't "copy" hardware without some recurring cost.
