[DECtalk] the archive is messed up

Hi,
For those who have forgotten, the HTTP address for the DECtalk archive is
http://www.bluegrasspals.com/dectalk
Read the 00readme.txt for info about the other mirror.  Remember, at this
point Planetmirror isn't hosting the archive any more.
