[DECtalk] Eloquence on it's way back to Android

This was posted to the AudioGames forum which is how I found out about it.
If this turns out to be true which I no doubt it looks like, this will be
exciting! Will definitely make switching phones a lot easier Since I'm
still rocking a Galaxy S22 Ultra.
