[DECtalk] Software DECtalk availability (was Re: using dectalk with orca in ubuntu)

Just to be clear, we’re referring to the version of DECtalk that's on
GitHub. To my knowledge, there doesn’t appear to be a way to compile it to
work on things like hardware DECtalk boards (heck, we don’t have any tools
for compiling custom DECtalk USB firmware).
