[DECtalk] better sam 1982

I'll have to check that out. But I had no idea until today that the source
code for sam was out there on github written in the c programming language.
Too bad I'm not a talented programmer, well unless you want some very basic
jaws scripts written that is.

The DECtalk archive contains a version of SAM, which you can send text to,
and even get to make wav files. It can also sing.
