[DECtalk] Dectalk, Windows, NVDA addon, Linux, Android setups?

Hello.
The NVDA add-on folder in the source folder you found is for the NVDA
add-on. Last time I checked, they didn't update it to work with the latest
build of NVDA.

However, you can find an NVDA add-on that works with the latest build of
NVDA here: https://datajake.braillescreen.net/tts/DECtalk%204.99/
There, you can find precompiled Windows and NVDA builds.

As for Linux, there aren't any precompiled binaries, so you must compile it
yourself.

Regarding Android, nobody has taken a crack at compiling it on Android as
of now, although someone on Discord did mention they were interested in
taking a crack at it. The status of that project is currently unknown.
