[DECtalk] DECTalk command processing in NVDA add-on

Paul,

I'm not sure what else you could try to get DECTalk command processing 
to work in the add-on. After another list member set both "level" and 
"send actual symbol..." as I described below, DECTalk commands are now 
processed for him.
