[DECtalk] GitHub DECtalk is really coming along quite nicely

I believe Code Factory is a smaller company. They don't own the 
synthesizer, it was a Nuance (now Cerence) product, and who knows how 
much they understood the codebase, or even if they had a codebase to try 
and understand.
