[DECtalk] text assist and decTalk

Oh I forgot, in a windows3.1 virtual machine I have with text assist
installed, it seems like text assist is just decTalk built into a sound
blaster card. When I run the demo it has all the decTalk voices and sounds
just like decTalk 4.41. 

And the decTalk voices were in the back to the future movies.
