I was unaware that the sources had been made available to the public (?)

The text _From Text to Speech: The MITalk System_ goes a long way towards
explaining the algorithms used in the various stages of the synthesizer
though it focuses on the actual DECtalk hardware version (actually, on the
PRE-DECtalk implementation).
Additionally, sources for several of Klatt's earlier synthesizer versions
are floating around the web.
Additionally, many wannabe projects that have tried to mimic/enhance the
original algorithms (with varying degrees of success).
I'm still waiting for a double-blind comparison of DECtalk to the more
modern synthesizers available, today. Some are truly amazing in their
degree of naturalness and intelligibility!
