[DECtalk] SAM SAPI5 Sample

Using the MKVoice/MakeVoice program to do it, it will only be able to
speak the words I put in the list, but I'm trying to get a lot of
words in it.

Is that ok?

At this point it would be hard for me to do a full SAPI implementation of
SAM.
