[DECtalk] New synthesizer Gnuspeech

Well, it's open source and the "framework" is readily available, so it
shouldn't be too hard. I'm not a programmer, so I could be talking out of
my hat. There is a shared library, so I would think someone could write
Python bindings for it. I don't see SAPI happening any time soon,
especially since Gnu is generally opposed to Microsoft. MS Windows and the
Gnu movement are generally speaking mutually exclusive.
