[DECtalk] getting the software dectalk run time for linux working with any linux screen reader

There were three software synths for Linux, all abandoned as far as I know.
 There was Voxin which was a precompiled Elloquence.  I think it cost $5 or
some small amount.  There was a precompiled IBM ViaVoice which was free but
long unsupported now.  There was finally TTSynth for $75 if memory serves
which was a precompiled DECtalk.  It is also no longer available for
purchase or download.  TTSynth was the newest of these but it's been years
since it was available.  Look at ttsynth.com which is now dead.  ViaVoice
goes back to 1999 or 2000, so very much unsupported on a modern Linux system
and not at all on 64-bit.  Voxin might still be available, but it also
doesn't run on 64-bit Linux.
