No, this is actually sapi 3. It is so similar to sapi 4 in the way it is coded, that, it breaks things. To fix this issue you can remove the sapi support for dectalk by deleting the files dtlkttse*.dll in the windows speech folder, e g: dtlkttse_us.dll, dtlkttse_sp.dll etc
