[DECtalk] dectalk portable

Hi,
Today, i created a zip file that has the DECtalk 4.60 speak 
windows and some other useful programs related to dectalk 4.60.
To use these programs, follow these steps.
1. Unpack the zip file to a known location on your computer's 
hard drive or any type of removable media such as a usb thumb 
drive.
2. Run gwdec32.exe .
3. Run speak.exe or another program that uses the dectalk dll 
file that is included in this zip file.
This speak window allows you to convert wav files.
