[DECtalk] dectalk speak window for the braillenote

You could possibly create a sort of webpage, like the utils that go around on this list, like the extended calc and stuff, but I strongly doubt Humanware would make it directly into the braille note. I would like an espeak webpage-util, and a da{{?"}}ctalk one would be nice. It could use the same way-of-communication as the NVDA driver has.
