[DECtalk] how to use Dectalk dictionary tool?

I was able to extract the zipx file using the free 7-zip utility available
at
www.7-zip.org
Attached is the dictool archive recompressed as a standard zip.

Could someone post or attach a version not requiring WinZip to open it? Just
a standard zip would work great. Or is there an alternative that would open
