[DECtalk] Force Computers And DECTalk Plus GPS rant

Some use Eloquence, but even that is getting rarer now. They're moving on to 
the vocalizer thing from real Speak i believe, the voice that comes with the 
Victor Stream. Personally I hate that voice. It's too breathy and hoarse. 
But it is very clear.
