[DECtalk] Reminder, DECtalk archive closing

This is without my permission or knowledge. Obviously it wasn't
announced here, or at least I didn't see it. Oh well, let him deal with
it. It would be nice if someone would've bothered to tell me. I would've
closed it weeks ago.
