[DECtalk] questions about vibrato

There are two ways to assign pitches to notes in DECtalk. Both follow
the convention "<dddd, ffff>", where ddd is the duration in milliseconds
and ffff is the pitch. If you use a number between 1 and 37 for the
pitch, you'll get the note sung with vibrato. If you use the actual
frequency of the note, such as 261 for middle C, you'll get the right
pitch, but it won't be sung with vibrato. The use of vibrato makes it a
much better listening experience.
