[DECtalk] the archive is messed up

Hi,
I have no idea what's going on there.
The reason it's going too slow at my site is that I have implemented
bandwidth restriction.  The DECtalk archive is limited to 8 kilobytes per
second, total.  So if two people were downloading at the same time, each
person would only get 4 kilobytes per second, and so on.
Also, the Nyud.net thing still has to download from me, so it's stuck with
the same low bandwidth that everybody else is.  But once a file has been
downloaded, it can send it to you at a much faster speed.  What probably
happened is that Nyud grabbed a chunk of the file you wanted, then sent that
chunk to you at fast speed, but then had to slow down once it realized it
wasn't getting any faster speeds from me.  One thing I have done a few times
is to "kickstart" the Nyud servers downloading a given file by starting a
download then aborting it.  Even though you aborted the download, Nyud will
finish the download from my site.  Later, you can then go and get the file
at fast speed from them.
