[DECtalk] A new Modeltalker list

I heard DJC's sample of the voice. It sounds a little choppy to use with JFW
or Window-Eyes. I'm afraid that if I switch my speech to it and it doesn't
work that it'd be hard to switch back, unless narrator would run to get
through the menu to find eloquence again.
