[DECtalk] Bandwidth limiting

I didn't see anything in the readme about the mirror, so newcomers won't 
know about it!

I've got my own DECtalk directory FTP'd on
ftp://thehorspools.bounceme.net
which I'll resolve as soon as possible.

Well, I'm sorry it has come to this.  We've been having lots of 
slowdowns
recently and it seems that the DECtalk archive is contributing to a 
large
bandwidth suckage.  Therefore, I have put in a 8 KB per second bandwidth
limit on the bluegrasspals.com site.  I'd like to make it only for the
DECtalk directory but don't know how at the moment.  Planetmirror is now
downloading new Vocalwriter stuff, so their mirror should be up to date
soon.
I hope to be able to turn this limiting off, if those of you responsible 
for
all the large downloading would just use the mirror.  That's what it's 
there
for, folks!  The URLs are as follows.
For HTTP: http://www.planetmirror.com/pub/dectalk
For FTP:  ftp://ftp.planetmirror.com/pub/dectalkk
I'd like to point these out in such a way that all visitors would be 
highly
encouraged to use the mirror.  I don't really want to go to a
username/password system which would force users to actually read a page
with instructions instead of just download, download, download but I 
could
have to.  Maybe the bandwidth cap would encourage people to use the 
mirror.
I really, really, really don't want to pull the archive, nor am I going 
to
ask for donations.  If anybody has any thoughts, feel free to chime in.
