[DECtalk] Update to competition rules

Hi,

What about making the submission deadline the 15th of January and the 
judging deadline February 1st?  That gives a little more time.  I'm open 
to input on this.  The end of January is fine, I just don't know what a 
reasonable amount of time should be.
