[Rsgames-beta] Ending a Scrabble Game

Okay, there definitely should be an alternate way to end a Scrabble game.
The six-pass rule applies to tournament play, where more stringent rules for
the end of the game are necessary. I think that the best procedure is to, as
discussed, allow for mutual agreement of when a game is over.
