[DECtalk] dectalk sapi5

The latest version of DECtalk 4.99 is compatible with NVDA 2025. If you
compile the DLL from source and copy the NVDA folder in the repo, it will
work.
Otherwise, the 4.99 add-on on Jake's site should work.
