[DECtalk] What settings do you use for screen reading?

Hi Ameer,

I use one of the DECTalk SAPI5 installers on one computer as my default 
speech synthesizer in the JAWS and NVDA. In both screen readers, I use 
Perfect Paul, with the pitch and rate set to 50. Although I understand 
that some screen reader users can understand speech synthesizers at a 
fast rate, I am not one of those people.
