[DECtalk] better sam 1982

To clarify my statement in the thread below: If a SAPI5 version of 
Software Automatic Mouth is created, I would consider trying it out. I 
don't see myself using such TTS long-term with screen readers. However, 
to borrow an old saying: "You don't know until you try."

> Probably. But remember blind people used the echo pc and gp for quite a long time, echo synthesizer by street electronics and it had pretty bad pronunciation. I would use it with NVDA just for how vintage, classic, and retro that it is.
