[DECtalk] Dectalk, Windows, NVDA addon, Linux, Android setups?

You'll have to use either Visual Studio 2022 or Visual Studio 6.0 to
compile DECtalk.
Either way, instructions for both environments can be found on the GitHub
page.
The SAPI5 version is more involved. The NVDA add-on, on the other hand, is
pretty easy.
You mentioned you had found an "nvda" folder in the repository on GitHub.
That folder is designed to be manually installed and copied to your NVDA
user directory where add-ons are normally installed to, which, in this
case, is AppData/Roaming/nvda/addons. Just be sure to rename that "nvda"
folder to "DECtalk" once you've copied it from the repo to your add-ons
folder.
All that's needed is to build the DECtalk.dll file and the US English
dictionary, as those are the files the NVDA add-on needs. The
aforementioned instructions for Visual Studio 2022 and 6.0 have
instructions on how to build these components.
