[DECtalk] DECTalk command processing in NVDA add-on

Hi Paul,
In NVDA symbol/punctuation pronunciation, did you set the left bracket,
right braket, colon and underline level combo box to most and "send
actual symbol to synthesizer" to always? Both setings need to be changed
separately, meaning for each symbol. I had made a mistake in my original
instructions by forgetting about setting "send actual symbol to
synthesizer" to always. That's why I corrected myself in my follow-up
message.
