[DECtalk] GitHub DECtalk is really coming along quite nicely

According to the google accessibility list, Google intends a major upgrade 
of their speech options, rolling out in the next few weeks.
Meaning the likelihood of their agreeing to a third party voice project 
like   this one may be small.
