[DECtalk] GitHub DECtalk is really coming along quite nicely

The Readme on GitHub has detailed instructions on building for both Linux
and Windows. in the case of Windows, you can build a SAPI5 port or an NVDA
add-on.

However, if you just want to use this right now, Jake Gross has compiled
three different Windows builds for DECtalk. A SAPI5 version, an NVDA
add-on, and a standard EXE file with your traditional speak window and
other tools.
