[DECtalk] GitHub DECtalk is really coming along quite nicely

Hi,


For those who are following the DECtalk work being done at 
https://github.com/dectalk/dectalk I'm pleased to announce that, with 
the exception of a remaining issue or two, mostly with exclamation 
points, they have that codebase sounding remarkably like DECtalk 4.3, 
which is my all-time favorite software version.


If you're on Windows, I've created a Windows build you can play with, 
including the Speak and Say applications. It's at:
