[DECtalk] doubleTalk mame emulation

Hi,

 

Someone has offered me a doubletalk speech chip. But I can't do anything
with it. Does if this guy sends me the chip. Could I mail it directly to
someone on this list and maybe someone with a chip reader could pull the rom
or dump the rom and emulate a doubletalk using mame? Not sure if a windows
dll could be created but maybe it could be emulated with mame at least?
