[DECtalk] decTalk 4.41 through 4.6 sapi5

Hello,

The only version of DECtalk, that exists as a SAPI5 version is version 4.64,
and I don't believe it is possible to just make any DECtalk version into a
SAPI5 version, without building it from scratch. I don't know that much
about programming, but I believe the only solution, if that's even possible,
would be to make some SAPI5 thing that could use the a DECtalk dll, like the
NVDA-addon does, but again, I don't think it's even possible.
