[DECtalk] legality of decTalk

To be frank the only way I'll be convinced of the legality of distributing any software is to see a statement to this effect on the official Web site of the software developer or to have such a statement embedded in the application's license agreement. Unless either of these can be done I'm afraid I make no other assumptions as to what a user may and may not do with a software application.
