[DECtalk] decTalk variable val voice

I think most versions of the software, atleast the early ones has the voice.
You can use it to enter parameters, and then save them to use them later in
the text just by entering the command [:nv], so you don't have to enter all
the parameters again. When you haven't specified any parameters, the voice
just sounds like Paul.
