[DECtalk] DECTalk 4.2 Alpha (fwd)

I am curious just what that means in terms of hardware.
For example, and forgive my innocent question, is the infrastructure 
seeking certain ports?  is it looking for specific irq settings?  why only 
wind 95, and not say wind 3.11or 98?
Does it use a sound card for the speech or something else?
Part of why I am asking is, as i noted before, those involved with the 
current development of freedos often have these extras around.
I can ask for an emulator, but need to know for what I am asking exactly.
Oh, and could you not just install say wind95 to a partition?
again, sorry if the question seems odd, but it seems strange that such an 
os specific  edition of the dec would have been made when so many others 
existed from the same time span.
