[DECtalk] decTalk speak windows not working

Hi,
I am running windows 10 home 32bit. The decTalk speak windows will not load. I get this error message.

 Ok button.

How do I get the speak windows to work on windows 10? I tried compatibility mode for windows95 and that did not work.
