[DECtalk] some decTalk multilingual questions

Keynote was certainly not sapi based. It worked on windows 3.1 on up through windows98. And it required stuff that is not available in modern windows. But that does not matter really. The point is, they made a software version of keynote gold. That it was not sapi5 does not matter. Point is if they can make software keynote gold and decTalk software out of their original hardware boxes, then a software sapi5 doubleTalk is certainly doable! Just rip out the rom with an eProm reader, probably have to do some recompiling and write a sapi5 interface. And there you go.

Keynote was never SAPI based, though, and used a 16 bit driver, hence
why it only worked on Windows 9x. Or does that not matter?
