[DECtalk] I found ETI-Eloquence version 3

Hi,
I found an nvda addon and a sapi4 version of eloquence 3.
The addon can be found at

The sapi4 version can be found at
http://grossgang.com/tts/sapi_voices/ETI-Eloquence%203_0%20sapi4.exe
Notes about this version of eloquence. It doesn't crash. The nvda
addon can only use wades voice, however you can switch languages. The
sapi4 version only has us english and can use any of the voices.
