[DECtalk] new singing DECtalk add on

Hi guys, I've attached the modified NVDA DECtalk add on that can sing, 
as well as the modified symbolsEn.dic file that you need to use so that 
DECtalk can sing with NVDA. I'm wondering if Jake could perhaps publish 
this add on on his site? But here's the add on.
