[DECtalk] some very very great news

And I'm also thinking about if this would work in the sapi 5 DECtalk, 
although it might depend on if it's able to pass it. Because I was 
looking at the NVDA log, and it seems to be just sending index commands 
when it reads phonemes, and I'm wondering if SAPI 5 would handle it 
properly.
