[DECtalk] purpose of the other DECtalk functionalities?

That probably served a similar purpose, though wav files became a thing much later. Again, during dectalk’s time, in the early 90’s, sound cards were just starting to become a thing. And meanwhile you had this box that had perfectly capable sound hardware, so I guess the play function was added as a convenience feature.
