[DECtalk] New synthesizer Gnuspeech

Apparently, the dictionary has a 1991 copyright. The C++ source has a 2014
copyright on some files and a 1991 copyright on others. The files I looked
at are copyright 1991, 1992, 1993, 1994, 1995, 1996, 2001, 2002, 2014. I
would guess it's based on a different synthesizer which was abandoned in
1995 and has recently been released as open source. The actual C++ source
is copyright 2014 and is released under the GPL version 3.
