[DECtalk] new singing DECtalk add on

You can also place the SymbolsEn.dic file in your config directory, 
usually c:\users\username\AppData\roaming\nvda. Overwrite the file 
that's already there. PS if you have the softvoice add on, it will let 
you pass commands to it as well.
