[DECtalk] a Dectalk question from Snoopi

Hi,

I have to agree with Ed that what is really needed in this use case of 
generating possibly hundreds of thousands of tiny wav files is a script 
that can use the Say program. However, I'm not aware of a DLL for 
DECtalk 4.3. If such a thing survives, I'd love to have a copy so we 
could use it with Say. Also, maybe we could use it with the SAPI DECtalk 
project.
