[DECtalk] modified scripts for the speak43 window

Hello all.
I modified the scripts for the jaws for windows screenreader and the speak43 for the dectalk program.
I made it so that jaws will tell you what keystrokes are for the program.
I hope you all benefit from this cuz it’s been 3 years since these scripts have been modified.
