[DECtalk] dectalk archive: six months afterward

Hi,

Figured I'd chime in on this one. You bring up some good points.

1. A website version sounds cool, if it can be done on your end
without too much stress/issue. There are times where we won't have
access to the BTSync folder and a web archive could mitigate that.

2. Content restricted: I am of the mind that if someone wants to
remove something on their own side, they could copy out the archive
and delete things they don't want locally. It's too much work
mirroring things and then having to decide if something should be
PG13+, as a rough example. I dunno. If there's enough people who want
a content restricted folder, go for it. :)

About audio files: leave as is. Further conversion will degrade the
MP3/OGG files any worse, and anyone can play waves. However, maybe
there could be a soft rule that says anyone wishing to upload a piece
could use format x or format y. In that case I'd suggest MP3 at
128KBPS or higher, especially for multiple voice and harmonies, whree
lower bitrates drive me up the wall and degrade the amazing DEC speech
engine, etc.
